It's referring to a book, volume, where you'd get a fine (in the clue) if you haven't returned it /if the book hasn't turned up, and hasn't been renewed, for a longer borrowing term.
Many thanks, Malone. Seems obvious now, although had it been the more grammatically correct 'a fine', rather than 'fine', I might have cottoned on more quickly.
