I am having doubts about both both. I dont think they are wrong I am just not familiar the connectio0n to the given words. With STATE how does that tie into the word "military". With MARK how does that tie into the word "time".

A military state is one in which the government is directly run by the military.
To mark time is to march on the spot without moving forward.
