Help appreciated parsing these.....

5a - Chief at heart persistently stunned (6) - AGHAST

I thought this might have something to do with "aga" for "chief" but I can't make sense of it.

7d - Not having one, is lamenting troubles (4) - AILS

I wondered if this might be a subtractive anagram but, again, I can't see it.
