Tough one this week!
Still can't parse 4 of them.

6a Secretary's dogs must cross the high road (2,7,4)
Looks like St Bernard Pass, but what does the secretary have to do with it?

14a As key policy expert, perhaps, recalled for wisdom (9)
The answer must be knowledge, but can't parse it.

32a The idiot that is His Majesty the King touring capitals (7)
Has to be schmuck, but unable to parse.

4d Break off - score fifteen subsequently? (4,4)
Looks like Take Five for the first half, but why the latter?

All help gratefully received.

6 Bernard (Derek Fowles, who used to work Basil Brush!) was Jim Hacker's secretary in Yes Minister/Prime Minister?

4d "Score" = 20 minus/"take five" = "fifteen subsequently"
