The answer looks to be “In black and white” (definition “clearly”). Anyone know what it has to do with the rest of the clue?

Tim, it helps if you give the clue and, preferably, the source. This was Thursday's Times crossword:

Where NYPD cop may put perp, clearly! (2,5,3,5)

New York police cars are black and white.
