Kop can mean hill, but I do not know if "cop" can, hence my question mark.

Just Googled "cop", and in Collin's English Dictionary, it has "cop", English dialect, top of a hill.

I knew about mop but, like you, was unsure about cop.
The C has proven correct so thanks again rusty.
By the way, when a clue finishes with a question mark (like this one) what is the significance of that?

A question mark often indicates "definition by example". For instance, if the solution was BIRD and the setter wanted to avoid the ubiquitous "flyer", she might give .."swan, say?"

btw controversy in a Guardian puzzle recently when the compiler defined GREAT AUK as "flyer"!

I'm really struggling with this, have made little progress and not really enjoying it.

13a Augustus was one heading off moderate men (7).
Looks like 'emperor', don't get the 'moderate men'.

Coal tit? Cannot begin to see why.
