The instructions say that the six unclued across lights provide the firat four and last four of a sequence connected with 15 down. The unclued down lights should then be filled in a perfectly consistent manner.

So I have:

15 down = -HOR (so THOR perhaps)

The unclued across lights are:
- - LT-R
-O-E
H-L--
E--NS
FINEY
REES-OGG

The unclued downs:
--CUR--E
-RE-CENT
-CON--
--LCI-E
BACC-

Getting the down lights now would seem to be next to impossible, since the idea is to give words with 2 C's in order to celebrate the fact that this puzzle occurred on the 200th anniversary of the Times.
