Haven't quite worked out I Down - "Corrupting influence of Lenin
initially on Russia" - the answer would appear to be VIRUS.
Also, I noticed exactly the same clue and answer in the Saturday Times Cryptic 27,564 and the Telegraph equivalent 29,263. The clue in the Times was for 23 Down, and in the Telegraph, it applied to 21 Down.
The clue was "Set to transmit commercial in Brazilian city." and both answers (one of 5 letters) were identical! More than coincidence, surely?

Lenin was Vladimir Ilyich Ulyanov, so V I + RUS, abbreviation for Russia

Thanks, both of you! I knew Lenin's first name was Vladimir but didn't know his middle name.
