can anyone parse 21 across for me? I think the answer is criminality but I don't know why.

I'm sorry rusty, you're quite right. The clue (Times Jumbo Cryptic 1409, 21 across) is "Stone me, once having settled in illegal state (11) I have C?I?I?A?I?Y.

Having settled is "alit".
Inside an old word/exclamation "criminy".
"Stone me" is a similar exclamation to "criminy".
