Texas are/were a band from Glasgow.
Guitar can be called an "axe"" in slang, but I am struggling to see the parse!

28d. Scots is another name for taxes. Axe is a guitar, so taxed with guitar back up would be t(exa)s, the group! I also reckon there is a letter missing in the 24d clue. Star wearing flower’s a hippie icon. Makes sense if it was “start” not “star” when the answer is Donovan!
