9d "From collection of old politician, by chance not complete" (2-6)

E? - L?B?I? I'm assuming it's EX-LIBERIS as this parses, but can this be defined as collection?

16a "Numbers in financial documents - one number therein multiplied by five" (7)

A?O?N?S looks like it must be AMOUNTS with the AC removed from ACCOUNTS but if so don't see how the AM fits in.

Any help much appreciated

9 Ex-libris, from the collection of. Ex= old, Lib = politician and Ris = chance not complete (the word 'risk' gets shortened).

16 CC = 200, multiplied by five gives M, 1000? The definition is just 'numbers', I think. Accounts = financial documents, then do the swap I mentioned.
