Hi MandyRob. The H I’ve got is in 27a, but I’ve got no S either.
Thanks for your hints, to no avail though. Still can’t see 13, and still no idea as to phrase or name. Time for me to give up I think.

Hi xij, it seems a shame to give up when you're so close to finishing.
13a. The Victoria Cross motto might help; the wordplay getting there is mentioned earlier.

In both across answer & down clue discards you should have 2 common letters. If you "discount" these for the purposes of the phrase and name all should become clear.

Thanks ginge and mandy, finally got there. I don’t think I would ever have got 13a without you, yet it wasn’t mentioned by anyone else in the forum, so I must be the only one to have struggled with that. I also had the wrong first letter for 27a, which didn’t help. I feel like the acronym spelt backwards. In the end though, this was a very enjoyable puzzle. (I think)

Think I would have struggled with 13A - but guessing from the wordplay that one letter needed changing - luckily the chambers crossword companion gave synonym for 'vain' and 'intrepid' with the one changed letter...

For some of us, for me certainly, this theme should have been flagged with a health warning.

I'm in the opposite condition to some posters: have filled grid and pretty sure I have the elements of the name and phrase right, but can't put them together. Anyone able to offer a hint, please?

Hi greengage, I'm not sure what you're looking for. Any "decent" anagram solver will separately provide both the phrase and name (always assuming you have the correct letters).

A politician you either despised (see turast's post) or admired.
