Hi sunray,
14a. Biblical wedding "venue" [wow]
16a. A + Welsh town [triumphs]
22a. (A star)* + local lass [Elsie]
32a. Abbreviation for earl in (abbreviation for pub + synonym of before) [Twickenham]

[extras]

Cold. The expression needs 2 words (3,5) to be complete and the words "provided" are the equivalent of an anagram indicator.

Sunray, I think you're cold, very cold! You will need a very British reference … ………. ..

The completion of the phrase from the down clue extras is treated cryptically sunray, so your hunch is wrong.

Hi again sunray, having just checked, if you Google what the downs "provide" you'll immediately see the necessary (3,5).

Thanks drxx, ginge and malone.

I should have seen 14a.
I did figure out 22a while waiting to see the responses.
32a is a new word.

16a. Should have realized the Scots would use A instead of Be.

I read the preamble again and realized we just have to complete the phrase from Down clues.
I was thinking of what the process of handover may be called.

Hint on the footballer in 31d will be helpful.
I know only a handful of players.

The footballer was Irish, Bernard - and well-known/notorious for all sorts of reasons!

'Bernard'? I don't know what my brain's doing - sorry, Sunray!

Glad we helped.

Hi again sunray, 31d is thematic (but in my opinion poorish as the wordplay involves the opposite of the thematic treatment !). Probably if not more well known as Messi and Ronaldo in his day as a player but probably still unrivalled in his off the field activities.

Thanks malone and ginge.
I found the answer first.
Then removed a letter and looked up George.
