I think it is TEFF sunray - adding tips for e(ach) o(ffence) gives TEe-oFF which is to annoy according to Chambers.

I only knew "rickets" as a medical condition...I didn't think to look it up in Chambers to see if there was an alternative meaning.
I can't help with terf/teff…....I don't have the clue?

A tough clue.

Ricket (singular is a mistake); Rickets is a complaint.

The clue is -

Wanting tips for each offence harass grass (4)

But I'm pretty sure it is TEFF elle, for the reason given below (e+o inside TEFF = TEe-oFF [informally] 'to annoy' - Chambers).

Yes, from now seeing the clue, I would agree with you, Drxx
"Teff" = grass (def), sounds fine
As you say,
tee -off means o annoy/ harass
minus (wanting) e (ach) and o (ffence)

A nice clue!

I can only think of smaze which would obscure the view but why confusingly complex system?

Also Octa for 26d is used in reports for air-traffic control but not quite sure.
