I am wondering if I dreamt it but was there not a thread "this may contain answers" for this listener? If so why has it disappeared and if not I must start taking more water with it!
I am looking for help with 3d, 4d, 5d, 6d, 7d. I have the answers but the rising-falling words give me complete nonsense for that word(s). A hint for the risers and fallers should help me to parse 4d in particular.

catkin - In 3 a word that could be mistaken for the required anagram indicator is the definition for 4, and an anagram indicator moves up.

I can't see the Listener 'backstop' either.

In 6 treat 'Start and end' separately (a synonym + the end of the word to be moved down) then move the word giving the 'head' letter for 5.

7 has the synonym for the 4 letter word that 'secures' the 'seat of government' in the answer to 10.

...the 'E(uropean) seat of government' that is.

Catkin and Drxx, I don't always do the Listener, but I do usually start a 'May contain answers' thread. I was away this weekend and forgot all about it.

Thank you malone, we've managed to keep the peace (I think) but it might not last.

catkin - there was a "this may contain answers" thread for 4549 still active over the weekend so you probably saw that near to this thread and assumed it was for 4550 (I know I did). Don't overdo the water!

That's a relief! I will continue to enjoy my undiluted vino. I still don't get the third word but am happy to wait for the answers to be published. (Or will check into this forum later to see if anyone else shares my confusion.)

Hi catkin - if struggling 3rd word - think googling 2nd and last word should show some entries that include it.
