Good theme. Not sure about 4 down and how it links to #44? I can see he is 'first'.
I'm not quite complete at north east, tip on 11d would help...
Times essay cut, says, in strikes. (6) I have ER?S?? (bit of a clumsy clue to read?)

He was the 44th president.
I think there's a mistake in 11d. It should read "essay cut, say", not "says". Strikes is the definition.

11. 'Times' is a usual short word, then do what the next few words tell you to for the rest. The last word is the definition. I think it's quite a clumsy, clunky clue!

For 4 Down, there's no link to the clue at 44. I thought 'Don't start job' was quite good. It's not our usual 'doctors', they're not ours...
