It's an anagram. "Characters" is a bit loose, though!

Also finished but can't parse 10a and 20a. 10a seems to be a word you see at the end of a prayer and 20 a town in Norfolk, but can't see the wordplay?

10 you could put another letter on the end
20 Isle of Wight rather than Norfolk
