Can you offer me any assistance on the the conclusions? I think I have completed the phrase (it begins with a number and ends with lights) but I cannot see the reference.

Have solved it!!! Sometimes I wish that I had received a classical education.

Cloverjo, it's one of those subtractive anagrams (I think!). Overcautious court... something in that gets excluded. It's a fairly well-known French region.
