It's a play on words...
"The Who" = band (def)

But if they were out of fashion and someone referred to them , you might say "The Who?" in a questioning tone.

Thanks Cerasus, I was in the 'Elle' camp and just assumed it was a cryptic/humorous play on words - that 'Paulmcl@thetimes parsing completely passed me by.
