I'm not sure about 1a, but I think one of the meanings refers to pastry...
19 not entirely fair. It starts with an abbreviation for an army that doesn't exist any more, then anagram.

There is an obvious dog, but where does the horse

I took RAP = "pound" as in "hit".
6d could be a clue for HO(a)RSE.
