Ginge, is your #14 an anagram of (C)UT PRICE? I was even wondering if it might be something like the "tin" (money) in "tincture" being replaced by "p" + "i". Anyway, I'm not quite seeing it. Could I please have a parse? (I can see the definition).

Hi skyewalker, you even wondered correctly. The necessary punctuation in terms of surface is intended to mislead.
Value (Chambers) in art relates to light and shade: tincture, but as it's slightly obscure apart from those who would use it in that context I felt it only fair to include unusual. No money = remove tin. Up front = 1st letters. P(aying) I(nstalments) instead = replace with.
