Sommeliers do this without let up = Buttle (to wait on as a waiter)

without = but (besides) + anagram of let ???

although 'up;' denoting the anagram is a bit poor I think.

On the subject of parsing, could someone please put me out of my misery regarding 25a? I cannot fathom how the first 4 letters sound anything like 'whistled'. 'Wasted' maybe!
