A long shot.

The cup that cheers (but not inebriates) would be a consolation prize compared to 'The cup that cheers and inebriates'

The phrase is from The Winter Evening, the fourth book of The Task. A Poem, in six Books (1785), by the English poet and letter-writer William Cowper (1731-1800):
