Done now, but still don't quite get the wordplay for 23ac.
I have a 4-letter word for tax with a 4-letter theme word inserted which gives what I'm sure is the correct solution.
Where does "society" come in? Seems like an 's' too many.
Can anyone help without giving the game away?
