I have the grid filled and four pairs of treated answers.
Although I have entries for 18A and 25D I can't parse them - are they to be treated?
Haven't made any sense of the extracted letters yet either.

I've got a full grid too - 4 anagrams and 6 cases of removing a word from a longer word, leaving a real word behind. I've only got 9 redundant words though and I think there should be 11 or 12. (Why say "just over 25%"? Why not give a specific number?)

I do not have the message but have filled in most of the grid.
I have 3 remaining, two of which are 18A and 25D.

My grid entry for 18a is synonym for oil and 25d is omit.
What are definitions and how long are the clue answers?

Any hint appreciated.

I have 11 extra words, giving Russian author and title of play. One quote/speech mentions forests, animals, birds, rivers, some examples of which I have removed from thematic answers.

Ation - having removed the C, 'about withdrawing'.
Nation = damnation in America (Texas). It's in Chambers.

25 D. Portion of unfinished French tobacco essentially gone (6)
Regi - portion of French tobacco (Regie - a sort of taxation system)
On - gONe (essentially gone).
