I suppose , broadly speaking: going to plant = will 'ow (will hoe) ?
can't see where the two spades are

Well I think the first bit might be : broad = sweeping, therefore

broad's = sweepings, take off the two s's (spades) gives you "weeping".

Not sure about the rest or if there is any!!

taking two spades = 2 s's one from sweeping = weeping + going to = will + plant = sow - minus the s = ow
(s)weeping will (s)ow - That's how I see it..could be wrong though !
