Not entirely convinced by Authors either...suppose it could be in the sense of "prime movers" of their day.

At 16D can't parse "regard", all I can see is a definition part...

Neither can I.....Diehard is definitely correct for 22ac. - otherwise I had thought "reason" for 15d. Cause = reason, and "can't pay attention" = "no ears" (anagram) Oh well........

There is a doll called Victoria Action and Disraeli had some famous quotes on "action" so I thought i'd go with ACTIONS.

Am with ixion re parsing of 'REGARD' but, for want of a better alternative, have opted for that. No doubt will be the usual waste of a stamp and envelope. :)
