In the final throes!! but we can't fathom 8D - there is no clue but the letters we have are F?????N?/F?L?O?/J?? and the theme relates to 16 as in (20)16 etc. Can any one help please.

You have read it incorrectly. The clue for 7D is actually:

7d Cereal that's rough: Ms stirs it (7)

Where "stirs it" is an anagram indicator and the answer is a cereal.
