20D is an anagram of GIANT.

15A is another word for ruthless followed by OW (old wife) meaning a man. Think of Oxbridge colleges an other institutions.

For 13D, "Off The Hook" for fine, surrounded by a word meaning to impede rather than a picnic hamper.

Interesting that there are two workable solutions to 13D. I parsed it as CLING for "hamper" around OTH for "fine" (as in OK), but CLOG around THIN works better.
