Could you explain 22d? Why are thens poles?

Yes I agree it's ATHENS but the clue is weak as there are two articles 'A' and 'THE' before the 'NS' (north and south poles). It should read 'Capital articleS on Poles'.

I reckon someone new set this week's puzzle. It's full of holes.

Don't you think it might nean capital A - than article, then poles?

No, Peter is definitely correct, A + THE = articles
