Thanks Chrisg...I did get it finally but the definition doesn't make much sense to someone from the other side of the world, (it does now).
And in the past I wondered why I struggled with the many cryptics I attempted.
I don't like clues that rely on "local knowledge".
I believe a well written clue has the answer hidden (as this one did) but the definition shouldn't rely on "local knowledge".

Hi Busby - Yes I agree with you about local knowledge needed to figure out the answer. I suppose if the defn had read Former PM's Major initiative (or something like that) it would make the clue more universal....But on the other hand, it is usually Brits (or ex pats) who would take the Daily Telegraph and therefore the setter is relying on them spotting the Major bit and having a memory of this stupid initiative !
