23a. " they aren't classical" is the definition. A word for "ways" around an abbreviation for servicemen.

29a. A word for the Irish police force around a word for " jerk". The whole is a synonym for the government's work.

38a sounds like a poet beginning with Y and is an old poetic word for gates
