Thanks for these, imagcq.
Here is my stab at them.

1) Convoy brings rebel to dock receiving time inside (9)- MOTORCADE?
Dock- moor receiving time t, giving “motor” with Cade (Jack Cade- rebel) giving motorcade- convoy?

2) Taking off vessel's pulling power (11) SUBTRACTION?
Vessel – sub, with traction- pulling power, giving subtraction – taking off?

3) Popular move, in part of Oxford or just like all the others? (6) INSTEP?
Triple definition: Popular- In + move – Step; part of Oxford – a shoe, which instep is part of ; and “in step” – just like all the others?

4) Selfish English travel with current staff a little short (8) EGOISTIC?
E for English with I for electric current and stic(k) a staff a little short, giving egoistic – selfish?

This gives MESNIPEC, which renders as SPECIMEN?
Thanks again,
AB

I also took i as the symbol for an amp (unit of electric current) if my school Physics is still in there somewhere.
