Can't see the word play in 22d...SHORT ?

Also....1d has been answered in Another Place as ESTOP
(Clue is Most excellent father starts to drop off in a bar)
But I can't parse that either.

Thanks kilgore...I can see sort now, but I still don't understand ESTOP.

The word is defined In my dictionary as " bar or preclude by estoppel "

Where is that defined within the clue ?
