stuck on 13a c?r?r. I have Carer but see no reason for that answer. Clue Profession out East for one into social welfare?
Also 23A Whistle. I'm thinking Whistler minus the r. Is that right? Clue Artist has no reason at first to sound surprised.

A whistle can be an expression of surprise in the same way a sharp intake of breath can.
