I've been trying to parse cedilla independently and the best I can come up with is;
CE = chief engineer + d = duke (Wellington) + I'll = a weak synonym of fool.
Mask being the definition

Bloody predictatext
ill

dill is a fool in New Zealand (Wellington)

mask is the def but it contains a misprint.
