Having left this for a while, I decided to have another go. Made some headway, but stuck on two clues.
1d. Cheers the French, internally lacking gratitude.(9).
I believe the letters HELNAS are involved, not necessarily in that order

32d. Raise money to get new weapons (5)
EMAR are the letters involved that I have, again not nec in that order.

32 Rearm (get new weapons). Rear is 'raise' and 'm' is money.

I don't do this crossword, so maybe the answer is something more sophisticated.
