I have correct answers to the 3 following across clues but cannot understand half the clue (first half for 9, second half for 20 & 24):

9 You are told Oxford course is held only in part of Oxford (5). Answer: UPPER

20 Finish by executing guy (3,2). Answer: ENDUP

24 Better following horse (6) Answer: FAIRER
(any connection with 'farrier'?)

I get the upper 2nd degree, shoe upper and Upper Oxford district references, but what about 'you are told'? This usually signals a homophone.

I would take it that Upper could refer to a degree or part of a shoe. That is only my opinion, no guarantees.

'To Guy' apart from a rope or a man can be the verb 'to ridicule or make fun of' OR to 'Send up'
I would guess that this is a DOWN clue, so to execute would be to 'Behead' and to Behaed 'Send up' in a DOWN clue would to be to chop the head off it and ''End up' with 'End up' (pardon the pun)

The Oxford course is PPE (politics, philosophy and economics), which is held in UR - you are told, and then yes upper is part of Oxford shoe
