I am thinking I must be thick, the only one having problems with 16 across and 3 down! Help would be greatly appreciated:

I thought the answer was TONTO making the second word in 3 down ORDER
3 down: Request to tax aristocrat opening account with rupees (4,5) I have T - P - - - D - R
