I think the second half of the clue will give a word ending in "tail" (I haven't worked it out yet)

giving mocktail a non-alcoholic cocktail.

after small pile legally limited half-bred racehorse = cocktail

small pile = cock
legally limited = tail

mock cocktail becomes mocktail in the grid
