It's not got any crafty hidden wordplay in it, it's a straight synonymous clue, think of words that mean 'Smell + unpleasant' (two words) and you have a part of a city,

Clue: I was on the phone to my local Council Tax office when I wrote the clue and picked the word from the letterhead I had from them (in a rush)

Clue: Think of the 'smell' as a bad one which runs quite well with 'unpleasant' but unpleasant is the last part of the clue answer

The first part is a well used common abbreviation and the second part has a silent letter in it

Smell = BO (Body odour) + rough (unpleasant) = Borough - Def -part of the city
