Suburbs???????????????? I'm dying here--cannot see this at all

It's not got any crafty hidden wordplay in it, it's a straight synonymous clue, think of words that mean 'Smell + unpleasant' (two words) and you have a part of a city,

Clue: I was on the phone to my local Council Tax office when I wrote the clue and picked the word from the letterhead I had from them (in a rush)

Clue: Think of the 'smell' as a bad one which runs quite well with 'unpleasant' but unpleasant is the last part of the clue answer

No, you've got me on that one, les - just as well as I don't have any more prepared, and I need to go and cook soon.

The first part is a well used common abbreviation and the second part has a silent letter in it
