(I can come up with words, but don't see how they fit).
21 D. Nobody Dutch failed to copy Englishmen? (6) n?o?ed
(The 'o' is a bit iffy.)

10 Might it be - Genitor (gent) with (i) + (or)

21 D - Nooned (no-one+D/Dutch)?
Genitor looks good for the other one.
