Wayne almost is Wayne Rooney (almost) ROONE
Councillor CR insert (C)roone(R)which makes CROONER which was what Bing Crosby was known as.

Thanks again Rossim. I can't see this either, so Rooney looks a bit like crooner, so? What's the definition we're looking for?
Also c'cutting 'thorny ends' Y is at the end of easY but the T is in the miidle of Cutter?
What am I missing?

It's one of the T horn Y ends in cutters. The Y comes out of easy.
