I assume it might start with R. Repeatedly suggests RE. Can't quite get there.
40 ac Criminal threatening state disturbed emperor (11, 3,5) Charlemagne the Great comes to mind, but why?
Miserable Bank Holiday here in Oxford.

Charlemagne the Great would be tautologous - "magne" means "great"

Of course that does not necessarily mean that it is the wrong answer - the compiler might not have realised that either!
