Long shot. Could it be "fair" (as defined as not bad, passable ie not first rate) and "aisle" (thoroughfare) to give Fair Isle, near The Shetland Islands?

well puzzleperson I think the answer for that "second class thoroughfare" is indeed a great answer of (B road alley) and that the setter of the quiz may have made a mistake with the amount of letters (it has been known in Quizzes for that to happen) as on searching as you say some say 5/5 some say 4/4 what decided it for me was I had just read a crytic clue on another puzzle and the clue was "second class thoroughfare for an american lady" answer was "broad" sooooo
