Finally, I worked out the answer to 'Communist council built poor mess' as POLITBURO, but I can't work out 'built poor mess' points to it...

I'm a fool, I saw the firstone as CROSSDRESSER as soon as i hit 'Post'

its an anagram of built poor

Ahh, I was too intent on 'built' being the indicator

Can nobody help with the first clue? :(
