Monkjunk, it's a container type of clue. 'Obscure' indicates a 3-letter abbreviation, so that should give you your second question mark. Hope that's enough to get you there.

All done, but not quite sure what to do about the city which is thematically deserted.

I assume that we must highlight all 21 cells which contain the two names, but what do we do about the missing thematic item in the city of gaps? Do we supply the missing letters or not? If we do not, then we cannot see the name of the city, but if we do we are supplying something which is not really there. I hope this is not a HARE.

In the preamble it says one of the cities is thematically deserted. I think that makes it clear that you don’t enter the missing letters.

And, moreover, the rubric talks about the grid containing real words, apart from SPACES, which is in the plural. So I am inclined not to supply the missing three letters.

All clues solved but can’t see the cities, nor how to resolve the clash at 24, which I presume is the interloper. Any gentle hints? Is it to do with the thematic work?
