Verlaine - not sure if you've had the PDM yet but I too thought it was ambiguous, until I followed the instruction and worked out how the grid would be numbered ..... ambiguity removed.

Without the answer lengths , this puzzle is very slow solving.

If I could enter the answers that I do have, it may open up solving others.

I have one 11 letter starting with O. What does the other one start with?
Also what is 1 across entry? The one that begins with O?

If I enter the first and last row, may be, just may be the other answers will become clear.

Sunray - I found the easiest way to start was simply to draw out two grids - then run them both with the different options until one soon emerged as the right one.

Incidentally there are only four 'actual' 7-letter entries - and they each are formed of two entries that cross in the central letter in the NE and SW quadrants - might help you too.

Aw, yes, of course, thanks. I'd failed to "number" correctly due to a few pesky 3 letter words slipping below my radar so things weren't matching up, but now they do. Delightful construction!
