Thank you, Joan. That still leaves 18d:is "seld" (backwards) involved? And also now 11a first half: ?I? right?
As to the place-names, are they not all WORKHOUSE sites? Then your "capital" answer would seem to be logical...As for "Favelas", I keep seeing the anag. SLAVE FA ! Any help? Anything right?

Firther, I am worried by the fact that only half my place-names produce anagrams that fit! Or must the letters entered not necessarily stand as a word in themselves? Unclear to me from instructions...
Maybe I'm on the wrong track altogether, but that would be a strange coincidence...

I forgot you mentioned 11 A - the first half is ?i?...
I still don't know where 'favelas' comes in, hadn't thought of the workhouses options.
18 D turned out to be a fairlly innocuous word - s(sons) + a synonym for 'tumble about' The definition was 'feel faint' but I used the word, as a verb with 'ing' as meaning 'very hot' weatherwise. Don't know if any of this helps!

11a still baffles me, but that's the least of my worries!
Should we compare our list(s) of place names?
I cannot be certain of any of them; above all,is it possible they have nothing else in particular in common?

11 A. I got this from the second half of the word - 3 letters for 'looked at'. This lead me to tools and there wasn't many that fitted!
