essira, the top and bottom rows are just as symmetric as the third clued across entry (one word) is relative to the three-word entry for 15th across clue. The bar pattern is symmetric, not the individual word lengths.
My only question now is whether the unclued answers are totally barred off; each intersecting answer comprises two "words" but presumably it would be wrong to put bars within an answer.
candlestick, I'd say no bars for those 2-word entries as otherwise there should be bars in the 3-word across entry if one is to be consistent and there aren't bars for 2-word entries in any other puzzle that I can recall.

If so, why?
And could someone put me out of my misery and just tell me what the German phrase is? I don't speak the language, and can't really see how to guess it.
